There are many different ways to motivate human behaviour. Soldiers, police, parents, and husbands and wives, and children have the major role in improving the general standard of human behaviour. There is war, the law of the land, protection, control. The rules for these are different and the people who teach or exercise these responsibilities are different. This is because the army can do what the police cannot and the police has the legal authority of the government to do what the others have no authority. This is also a reason why, just because the bible says something should or will happen, people are not in general allowed to make it happen.
But in order to ensure that we do not return to the dark days of hundreds of years ago, when the Catholics tortured protestants and the Protestants tortured Catholics, it must be understood that the most exteme punishment allowed to be inflicted by humans is death or the lash. I also do not believe that humans have the right to publicly humiliate a person in judgement beyond perhaps the stocks. If you think God wants a person punished more than this, that is God's business not yours. God does not delight in judgement. When God wanted Jonah thrown into the sea, it says the men rowed hard to save Jonah. This is the normal attitude of a righteous man. And although we may enjoy victory or revenge over our enemies, we cannot participate in the process of severe judgement.
God will afflict those who persecute the fatherless and widows, because fathers should protect their children and children should protect their parents. One of the psalms says, happy is he that has his quiver full of them (children). They shall speak with the enemies in the gates. There may I believe be other forms of social justice.
Children learn by playing games of war and fighting. I believe that adults and husbands and wives can learn though fantasy, to better understand each other. Although this has nothing to do with law, I have included this paragraph because fantasy like law is motivational, not because of reward or other, but because of instruction.
Although I find fault with many laws of many lands, we are commanded to respect the Law of the Land.
The church has higher standards than the land, but less punitive power. I thought from the New Testament that the only punitive power to be exercised by the church is separation, and this may be complete or partial. I now believe that we are to be our brother's keeper
I do not believe that pleasurable fantasy alone cannot allow a man to fully appreciate the beauty of a woman's purity. And to achieve this the wife must subject the man to some painful floggings, but not as painful as under Middle Eastern justice.
Angels can punish with sickness in ways not allowed by man. The Spanish inquisition did not understand this, and took upon them a role not their's, and because it was not their role they committed, not righteous judgement as they thought, but hideous abomination, as did those in Elisabethan England. Although I believe that some people living today had a prior existence, perhaps as angels, and may fulfil some types of angelic ministry in the future, this does not give them the right to judge now like angels, whilst they are in their weak human bodies for their present pilgrimage.
One day God promises us that we will turn the tables on our enemies. And although we will not exercise the power of angels, women will bitterly flog those men that misused them and told them lies.
